Thieves hit church service, suspect tried to bribe arresting officer

This is all part of the slow evolution for law enforcement to stop making physical arrests altogether. It used to be a big deal to be charged with a felony. Lazy incompetent prosecutors in District Court dread any mention of a trial.

Until the dept issues everyone a cell phone, it'll be difficult to enforce that policy....
