It seems like those spots should be filled by civilians. However, the department made the decision to go away from that, not the Lt's that are in the positions. No need to bash them. The fact is that it sometimes helps the department to have a sworn officer in charge instead of a civilian. Perhaps there were evidentiary issues at the tow lot regarding the chain of custody, etc when a sworn officer wasn't there.
