Delaying a recruit class for a while is nothing new. Shortly after merger, as cost saving measure Steve Conrad and Mayor Jerry eliminated 40 officer slots on paper for nearly a year. The vacancies technically were not eliminated, they just go unfilled for a while until you get into another fiscal year (begins in July). Its a shell game and at some point the bill comes due...you hire a bunch of people all at once.
