No. Depends in what context they like the person in question. For instance, some are attracted to a certain race in a sexual way. However, if someone likes or wants a person to be chief of police solely because of the candidates race it means that they have no credibility when it comes to evaluating ones qualifications regarding a specific skill set. It doesn't make them a racist, just simple minded and out of touch.
