For the record, this is clearly laid out in state law - 503 KAR 1:140 - there are lots of things you have to do before you can even hire someone as a police officer - and best I can tell, he IS now sworn as a police officer, right? Can he pass POPS? Did he get the psych test? These are all the things that EVERY person hired as a police officer has to do. They have a year to complete basic, but this other stuff comes before hiring. Everyone in training and personnel knows this.
