They get awarded government grants for additional enforcement action in these areas and that's where most of overtime comes from. It's a fact. And due to fact it's grant money OT, every penny has to documented and accounted for by overtime activity sheets. So Mr Riley (not "reiley") can go nosing around all he wants..
