The whole article he's planning on writing (and I use the term writing loosely) can be summed by the following:

Some officers get lot of court pay because a) they make lots of arrests and go to court a lot and b) officers have to go to court on every BS they get called in for, otherwise risk getting suspension days for not showing up on a no insurance case which will end up being dismissed anyways. ( That's the nature of the beast... Don't go writing gazillion page articles on officers missing court and then crying about court pay and OT amounts when every officer shows up for everything they get unnessecarily subpoena'd on.. Blame the court system, not us.)

Most of the officers in the highest OT categories are traffic and narcotics. Most of their OT comes from state and federal grants, not tax dollars from the city. These officer consistently produce high numbers to get awarded these grants. Most of this money has been taken away from these units and given k the divisions in the past. However a large percentage of the money was returned to the state and federal government because despite all the complaining about lack of OT opportunities, they couldn't fill the alloted OT spots with division personal. I guess it's easier to sit in your car making $25 a hour to watch movies at off duty then it is to actually have to work for the OT money.
