‘Captain Cannabis’ rendering is circulating inside the Denver Police Department

I'm not positive but I believe that when the old West Buechel PD dissolved, there was a written agreement by the city that there could not be a new police department before January of 2012. I believe it had something to do with the layoffs, etc. I am told that a new department will be put together in January and they will start normal operations again. Why does everyone here take such cheap shots without at least investigating things? I don't have any loyalties to any of these folks or this city. Don't even know them. Just seems like everyone is always jumping the gun to criticize things on here. If you really wanted to know, why not call up this Manning guy and ask him? Or call their Mayor and ask? Seems the logical and respectful thing to do before you speculate and bash folks. Please tell me where I am wrong.
