The citation arrest in leiu of arrest is not a good idea, 1st the offenders are less likely to take the charge serious. 2nd the right of the public to know these arrest have occured, when, where how etc is not letting the public know of illeagal activity in their towns and neighborhoods. 3rd and most important the flight of these offenders will cost in serving warrents and they will remain free in the meantime to continue their crime.
