The city can easily say "no" to off-duty. Correct me if I'm wrong, but they should not charge us for thier benefit, being we have to work if we are in the car. But off-duty work is for the officers benefit. What would keep the city from saying ,,,, No city vehicles used for personal profit. The cars are goverment property. People have gone to jail for using goverment assets for personal use. Don't confuse my terminology of personal use with while not working, (off-duty) or driving it home. I mean
