Judge Perry ruled that we should negotiate the fee, the city appealed and then the state Labor Cabinet ruled that is was UNFAIR and they can't do it AT ALL. They only thing the Labor Cabinet articulated was they couldn't order the money be returned by the city. The return or not of the money is what was to be negotiated. If we vote no, it is still UNFAIR according to the state. The city stopped because it was ruled unfair, not because they wanted to stop and be nice. It will only be fair if we vote
