We would never see a raise like that because metro wouldn't save any money by doing away with the program. They would still have to maintain a fleet of cars that would get used 24/7 and be worthless in two years. The additional maintenance would cost more as well. It would probably cost them more to take the cars away, thus eliminating any raise.
