The reason criminal charges were declined is because a conviction would open City of Louisville, LMPD, and her Command Officers up to serious civil liabilites, which would open up the department to way too much scrutiny in regards to records. This way everyone else says; "See we clean our own house and do not tolrate our own who are bad..." She gets "turffed" and has to fend for herself, that is unless the FOP decides to try tand get her re-instated, which still makes the administration look good,
