Trading sex for favors is between the two involved - until it turns into a sexual harassment lawsuit when the giver doesn't get something they want and the receiver of the favor is a supervisor. So, yes, it is the business of the department. It should be absolutely PROHIBITED between training officers and their trainees - who are their supervisors
