Can someone please tell me why the reserve deputies get treated better than the full time deputies. It used to be that they had to do all the derby details and the full time guys could relax, well I can tell thats not true anymore. We are losing guys to these details and its leaving us way short everywhere else. Why is it that they get to go out and play police all the time and the full time guys are not allowed to do anything. Just my two cents.

"Shall arrest" language is unenforceable in court due to the separation of powers between legislative and executive branches. State legislatures overstep their boundaries when they write laws like that. If you ignore them, no one can do anything about it legally.

Merit system came in under Vaughn - Aubrey took a LOT of credit for things Vaughn did, like getting deputies trained etc. Pay is a function of what the city lets them spend, the budget has to be approved by the Mayor, they started getting better pay under Aubrey mainly because KLEPF pay kicked in in 1999 - look at base pay minus KELPF. And remember, he pays the retirees from other places WAYYYY more than he pays the new guys, or even the guys who had been with the SO for years.

Actually, DUI is not a shall arrest anyway, but I agree with the sentiment.

What can I say, everyone wanted to claim Vaughn was evil incarnate but remember, he had a serious mess to clean up from Greene.
