The same question should be asked about the LMPD Command Staff. There aren't many truly qualified people in charge of any law enforcement agencies in this county. It's just a bunch of good old boy/girl networks serving as extensions of the Louisville Democrat party.

Didn't confuse me in the least. MH had been a Major, I think, under Green, the one who ran his political machine on the clock. Vaughn kept him there for awhile, he was trying to be fair and let Greene's former command staff demonstrate whether they were willing to do the job under a different sheriff. When Hettich did a few things Vaughn didn't approve of, including illegally punishing a deputy for his military reserve duty, he demoted him back to Captain. But Hettich had the power base and decided instead to just destroy Vaughn from inside. Vaughn wasn't politically savvy enough to recognize it and deal with it.

The last year, he spent most of his time running Aubrey's campaign - why wouldn't Aubrey reward him? Hettich wanted to be the U.S. Marshal badly, but he doesn't meet the minimum requirements now, Bachelor's degree, and they prefer higher degrees. The Marshal's job is mainly administrative, after all. It's pretty much accepted that Aubrey will eventually quit and recommend that Hettich be appointed, so he can then slide into an election as a incumbent.

He is a horrible leader, the troops can't stand him, but as another poster noted, Aubrey has pretty much turned over all day-to-day responsibilities to him, so what do you do if you work there?
