Wrong. Wrong and wrong again. It's obviously a parody directed at a public official, which is a protected form of free speech. There was no malicious statement. There's nothing explicitly saying he's actually there to grow or use the marijuana. You could just as easily argue he's just there to confiscate it. He's not even portrayed in an LMPD uniform so the SOP has nothing to do with it. You are, however, obviously trying to stifle free speech by making threats to have them fired. There are a number of organizations who exist mainly to pursue litigation against people trying limit free speech, all of whom have better attorneys than the city can afford to hire.

Implying???

The chief HAS engaged in conduct that undermines our department.

* Allowing criminals to remain on this department that needed to be terminated.

* Reversing IA reccomendations when it affects people he protects.

* Not applying discipline in a fair and consistent manner.

* Allowing CRIMESTATS to be manipulated in such a way as to give the appearance of a lower crime rate then actually exists.

* Consistently gives the impression that he does not care about his officer's (except when talking to the media and it serves the purpose of protecting the city)

* And as far as the "Capt. Cannibis" reference. If you read the investigation online, it provides pretty damning evidence that he lied to investigators and participated in activity to destroy/falsify evidence. If this is not true, then he needs to explain what happened. I bet that never happens.
