The thing that mitigates that case you are talking about is that juvenile was never physically arrested. Yes, it is still a form of "false arrest" but other than the false accusation, the juvenile lost nothing. The juvenile received a citation which was recalled before the court date and the investigation of the officer began. Things would have been a lot worse for the officer had the juvenile been booked and went to court. I know it's still bad, but the circumstances were considered.
