Only if you keep reminding him that White must go, he hasn't said he won't keep White, after all. He's just saying he won't make any decisions on personnel until he gets elected. I don't think he will keep White, but he needs to be quite clear that WHITE MUST GO.

The issue of the lawsuit isn't up to the chief or the mayor, only the plaintiff's family. Unfortunately, though, they haven't been adamant with the County Attorney that these cases must proceed expeditiously and they must file for qualified immunity for the officers immediately. No reason not to do so, they have just gotten used to dragging their feet. You can drive 1983 cases to an end relatively quickly for lawsuits, but you have to push.

As for the credit deal, insist that the city provide you a letter to put in your credit file that indicates that no matter what, THEY will be paying the judgement. It works.
