You guys are missing the point...what he was trying to say was that being told when to switch from long sleeve to short sleeve signified organization of LPD. It was the pride the department had in keeping all of its officers in uniformity. The department thought it looked more organized. It had nothing to do with being treated like a child, it actually made sense.
