There's really no reason to articulate it. It doesn't violate anyone's rights...police officers carry around notebooks full of information and nothing is said about that. There's a one in a million chance that later on down the road that FI might be valuable...then again part of this job is based on dumb luck so maybe this officer is just smarter than the rest of us.
