Is Louisville's police chief Robert White really that stupid?

My view may be skeewed or downright wrong, but it appears that most of those who are in the cross-hairs for the courtgate scandal, are the small percentage of offices and/or detectives on this department that actually do some work. Hollingsworth on this courtgate list? The lazy ones seem to have avoided any type of belmish on their stellar careers from this farce of an investigation. Sorry it fell on your shoulders Sgt. Bybee, keep your chin up. Would mean you have to actually produce while on the clock, and I would love to see how her tick marks stack up with those she is "working" with, I use work loosely when refering to her.
