Is Louisville's police chief Robert White really that stupid?

Getting promoted to a higher rank doesn't make you a bad person but if you think that this is just the Chiefs doing and none of the LT. Cols knew anything about it then you must be a housecat. On top of that show me one Major with the exception of our Training Major that isn't lying about stats. You do realize that going into ileads and changing charges/crimes is a crime right? I'm just a lowly 10 year guy but please tell me what it's like to live on top of your crystal mountain Mr. Intelligent?
