Frankfort is only for FOP members, most law enforcement officers who have been LODDs in recent years have not been FOP members, so they don't appear on that memorial. Only the one in Richmond includes everyone. It was truly appalling a couple of years ago when LMPD had maybe five people present when they added a "lost officer" to the memorial - an officer who died in 1937 from a line of duty motorcycle wreck in 1936, Willis Coy.
