The two funds they are talking about are the OLD POLICE (LPD) and FIRE(LFD) Retirement funds that were set in place before both agencies got into CERS in 1987( I think but I may be off a year or two on the year) Members that were still working under the old plans had a choice to get into CERS or stay in the old plans and of course the widdows and reitrees under the old pension system were locked into it. This is what Abramson stole 8 million out of back then. Now all of a sudden we aren't allowed
