If you really want to mess them up on the cars - enforce KRS 186.067 regarding the markings on publicly owned vehicles. The statute was intended for true undercover cars, not command cars. By law, if you aren't in an investigative capacity, you should be driving a properly marked vehicle. (Nothing says they have to be marked like regular police cars, the statute outlines out they must be marked, though.)
