I was on JCPD when the original 24 hour patrol program was started and I can assure you that we were encouraged to drive the cars when off duty. We had to maintain a log sheet of off-duty activity and this was used as proof that the program was paying off. I was one of the first off-duty cars to respond to the east end when the tornado struck and that was the real payoff for the whole program--about 50 off-duty cars were there in the first hour.
