Not sure where you get your statistics, but seasonally, many companies put idling restrictors on the trucks, so they wont idle for more than 10 minutes while the parking brake is set. You also fail to mention the many many companies like summit, who put accessory motors called APU's on their trucks, that power small heating and cooling units.
