Don't blame me, I didn't vote for it, and I predicted a lot of what has occurred. A lot has to do with trying to equalize the city services, but not equalizing taxes. (A city resident pays about 3 times the direct property taxes as a county resident - and their insurance is usually higher, also.) He can't say no to the county residents, because they were "promised" more than the city could ever deliver.
