that is what I am saying. If the department offers a settlement, NOT TO TAKE IT. This would force everything into coming out. Maybe if the media wanted to do a story on this they would do a freedom of information request for all of the text off of commanders phones. These would be covered by the request. But if they did this they could possibly make the chief and mayor look bad for putting people in these possitions.
