Let's not forget also that Titan Industries wasn't some conglomerate that was going to put businesses in out there and make money for the city. Titan Industries is comprised of 2 individuals.....Jerry is/was their attorney of record when he was briefly out of office. Don't think this deal wasn't cooked up and then served up with just that in mind.
