Well, in some places, the chief gets hired still having to go to basic training. But in this case, I expect he was quickly promoted because he had more experience than the rest of the patrol officers, given his time at APPD. But ... APPD is such a screwed up department that nothing from there suprises me. I feel sorry for the guys stuck at APPD because they signed a contract.
