Because of an ultimatum from the newly formed FOP at the time of merger origanization, that if Hamilton was hired as chief it would be adverse for Jerry at best. So, Jerry set up a kangeroo hiring process then went to Phillip and asked "Who will do our bidding?" and Phil said, "Robert White would ask how high when they said jump." All of these upwardly mobile police professionals have one common tie: SPI P.S. Hamilton had ******** off just about everybody he came into contact with. That's why Smith was chief and he was shown the door when Armstrong was elected.

At the time both City and County FOP's had meetings with Mayor to Be Jerry and told him that nobody wanted Hamilton and the would have a serious difficulty if he put him back in the saddle. Unfortunately there were other flunkies in the parlor waiting to go up to his bedroom and interview for the positions.
