Yes, it is "OK" - and in fact, the law in Kentucky does permit the use of this as a defense.

Looting, by the way, is defined as taking "the spoils of war" - so I don't think necessities in an emergency would qualify anyway. (And Kentucky law doesn't differentiate between theft, robbery and looting anyway.)

For that matter, the cops were technically stealing when they went into Wal-Mart and took water, food, dry clothing, etc., for themselves, and siphoning gas out of abandoned cars. (And taking guns and ammo from stores to keep it out of the hands of the rest.) And more power to them, since they were effectively cut off from their agency in many cases and ended up policing their own little island of dry land.
