As far as PIU's concerned, they're obviously just a puppet of the Chief's Office. They do exactly what they're told, so don't expect impartiality. It's a symptom of a larger problem, the problem being that this City's politics are a throwback to the days of Boss Tweed and the Tammany Hall machine, right down to the local paper being in the Mayor's pocket and no-bid contracts signed by him going to companies he's had a private business relationship with in the past.
