After Mattingly Verdict, Memo Asked Officers To 'Lay Low'

Is Major Wiley as big of an Idiot as everyone says she is? is it true that they are LOTS of Officers that have transfers in because she is to impossible to work for? When you have 20 officers with transfers in to leave, does DOWNTOWN not take a look at that and say "hummmm" she must be not be they type of Commander that is needed?
