Many candidates could do any 1 of those events well. Only the winner will excel at scooping ice cream as they're peace walking in the middle of a hike-bike-paddle wearing yoga attire and giving a statement to the media about last night's incident at the same time.
Fischer would be nuts to pick anyone currently in the command. That's just inviting more problems.
It will probably be Hess or someone from White's old command staff, assuming any of them want it. To say it will be a challenging job is a gross understatement. The department will be under a microscope and bouncing from civil trial to civil trial for years to come. By the time they're over, there may not be enough money to pay the headquarters utility bills.
