You must mean Hess. Hessen works for Beshear now. Nobody has figured out what Hess does yet. Fischer is who ordered the stand-down and command went along with it. It was a stand-down by order of the Mayor. He allowed it to happen after LMPD cleared out the rioters the night before.
Blame Fischer #1. Blame the others for not having the integrity to resign when he gives illegal orders. Now he's pretending that never happened and is handing off the responsibilities to the governor. Fischer is a worthless Mayor and should be asked to resign, but our metro council is political cowards just like him.
