Incompetence is so common because of all the laying down since White. Guys in patrol and the 9th appear to be impersonating TV show cops in the absence of experience.

In today's environment, I really can't blame the public for refusing to speak to police about anything. Upon hearing the "slam that vein" derision, I'd have told them to get off my lawn.
