Obviously there were different Chiefs, command, and even detectives in those units between 2008 and 2016. You have to ask why are sex crimes and cold case still mishandling rape evidence and botching rape cases even after Edelen's highly embarrassing state audit? Who's creating enough pressure to make the chain of command make such bad decisions?

Look above that level to our illustrious Mayor and his staff handling the LMPD budget. They tell the Chief what money he's going to get and he marches off to give the orders like a good tin soldier. It's a top down system and the Mayor is once again behind the curtain like the Wizard of Oz pulling the levers.

This kind of continuity of stupidity between Chiefs is also a byproduct of Fischer micromanaging the selection of command staff. One of the reasons Conrad was hired was because he was fine with Fischer forcing White's old staff on him, because White's staff was Fischer-approved. It's the same today. The in-crowd clique all used to work for the dummies who went along with the idea to save on rape kit processing money and detective overtime by not processing rape kits. I still remember that guy with the 3-letter last name explaining it all like it made perfect sense to him. It proved some people who used to be good detectives will never be good leaders because they have no spine to stand up to the political types.

LMPD's many scandals are a lot like watching Law and Order. The crimes and names change, but the formula is mostly the same. It's like groundhog day in perpetuity.
