The article implies its easy for a kid to be physically locked up after arrest. Only the worst get locked up. Everyone else is set free so they can do it all over again and become the worst one day. The most immediately effective way to keep kids out of a gang is to put the gang leaders in jail so often they don't have free time to recruit kids on the street.
