"Everyone else was told if they didn't get busy, they were going back to a beat." Yeah, but what if you're already on the beat? Bottom line is, the department is powerless when it comes to forcing officers to produce. There is no long term punishment for an officer who does not produce stats. I knew of an officer who was basically made to be the report taker for the shift because he consistently had low stats. One call to the FOP reversed that decision.
