LMPD shoots robbery suspect in the Portland neighborhood

I don't agree with your premise. Police officers are permitted to exercise discretion in their every day interactions with the public or in the course of performing their daily duties. Using the C.B. rule of "no breaks for anybody" or "zero tolerance" then when I am on patrol I should write every car parked on the street facing the wrong direction a citation. I would be writing parking tickets for 12 hours. Same logic.
