The comment was about dispatch. Every modern police department knows where their on-duty vehicles are at all times because radios' built in GPS is kept on. This is common sense to everyone else in the world. This department is archaic. It's run like some small town Sheriff's department in eastern Kentucky with the chickens on the cars, except scaled up to 1200 people. Handing out cookies, coffee, pancakes, coffee and ice cream doesn't make this a progressive department. It makes it an unprofitable
