The older chiefs raised in the old mentality of "negotiate, don't shoot" with hostage takers still think in the outdated ways of Broward County. It used to be that people taking hostages always had a list of demands. The universal strategy was let HNT work their magic to talk them out. That's all changed with the increase in psychotic people roaming free and Islamic terrorism. They don't keep the crazies locked up in an asylum like they used to. Neither they or Islamic terrorists have any real demands
