A spank through clothing wouldn't leave a visible mark unless you were wailing on them hard enough to hurt muscle tissue or bones. I've seen my share of big bully types think their kids are their property and hauled many to the book.
Only at departments like LMPD does it take PIU a year to do a case that would take an officer a few hours to figure out regarding a civilian suspect. Pablo's a good example too. If he were a civilian, he'd have been indicted shortly after the first 1 or 2 victims signed a sworn statement.
This administration and the SIU bend over backwards to shield lowlifes it's been forced to hire in for lack of better qualified candidates. People like Pablo, and many others, wouldn't be hired anywhere else. Shielding a criminal makes them a fellow criminal.
