One of the drawbacks of never policing in a busy part of town is bad practices are trained into you. Here's a little primer on policing in areas where there are armed robberies, murders, drug dealing and other major crimes happening.
You (at least pretend to) work for the city and the citizens. Not Walmart, Kroger, Meijer or Target. If there are runs backed up, then you tell the security guard to go take a warrant for the attempted toothbrush-jackings. You must use COMMON SENSE to know when something should take a lower or a higher priority. You can't learn common sense from memorizing SOP. It's not in there. Not even a little bit of it. If you haven't had a run in the last 4 hours and there are no crimes happening on your beat, then it's still not worth wasting the court's time on completely trivial matters. The case will get dismissed as soon as the defense attorneys have a chance to get paid for a few appearances.
I'm not saying all small cities are the same. Some are obviously crime infested dumps just like parts of Louisville that don't allow for toothbrush takedowns.
