Assuming they know they'll be in prison the next 10-20 years, they are likely to flee, and in the process of fleeing, kill people who get in their way. They may have others they'd like to kill before they kill themselves too. Recent killers aren't the types who make good candidates for home incarceration or being out on a low bond.
