He had a short amount of time as an Lt and Captain in an LPD district a long time ago, but never really had to get his hands dirty with major crime. He was an administrative guy for the most part. I'm not surprised he surrounds himself with similar types of people or that none of them know how to counteract major crime.

9th mobile is a few divisions' flex platoons merged together. The units who would be interdicting and arresting the criminals doing the murders don't exist, like a gang or street crimes unit. The administration is too narcissistic to admit Louisville needs those kinds of units.

I don't know when the people of Louisville will run out of patience or when they'll decide they've had enough of this administration. They remind me of those elderly people living near a volano about to erupt who act like there's nothing they need to do. It's become a very sad place to live, work, and commiserate.
