I'll go a step further. PTO is mostly useless except for learning how to copy the PTO's style of policing. Some of them have't policed a lick in many years. PTO teaches how to fill out forms, do the community circlejerk thing and respond to calls for service. It's about 30% of what an officer's job used to be. Some teach them not to be too active because they don't want rookies and 2-year officers making them look bad because they've been laying down for years. Those PTOs do more harm than good.
